Brigadier General commanding the Military Higher Education Center - Land Forces

General Emmanuel Phelut, born on January 12, 1972, in Verdun, took command of the Center for Higher Military Education - Land on May 1, 2025. A graduate of Saint-Cyr (1993-1996) and the École de Guerre, he is also an auditor of the 68th session of the Centre des Hautes Études Militaires and the 71st session of the Institut des Hautes Études de Défense Nationale.

His career in the armed forces began in the 1st Foreign Engineer Regiment, where he held various command positions before serving on the staff of the 3rd Division. He has been deployed on several occasions in overseas theaters of operations, in particular during Operation Barkhane in the Sahel. He has also participated in operations on national territory, such as VIGIPIRATE and SENTINELLE, acquiring solid expertise in crisis management.

His career also includes positions in central government, notably in the Ministry of the Interior's delegation for foresight and forward planning, in the Army's programs and information systems office, and then as assistant to the general commanding the Army's human resources department. He then served as chief of staff to the military governor of Paris, before becoming deputy director of strategy and HR data at the Ministry of the Armed Forces.

Appointed brigadier general on August 1, 2025, he has been awarded the Legion of Honor and the National Order of Merit.
