José Lopez

expert in energy efficiency and energy transition policies

An economist by training, José Lopez holds a master’s degree in economics and a master’s degree in energy economics and policy. He is an expert in energy efficiency and energy transition policies, with over 35 years of experience in financing and implementing energy demand management projects and programs. He currently serves as Project Team Lead and Energy Efficiency Advisor within AFD’s Energy Division.

Before joining AFD, he worked from 2011 to 2016 for the Île-de-France Regional Council, where he helped establish and later managed the third-party financing public-private partnership Energies POSIT’IF, dedicated to the renovation of multi-family housing in the Île-de-France region. From 1997 to 2011, he served as Project Director and later as Managing Director of International Conseil Énergie, a firm specializing in consulting and technical assistance in the fields of sustainable energy and climate. He has also worked at the European Bank for Reconstruction and Development (EBRD) and ADEME.
