Professor and lawyer at the Barreau de Paris, Lucien Rapp teaches at Toulouse-Capitole University and HEC Paris. He is the scientific director of the SIRIUS Chair, which he created in 2013. He is also a member of the Toulouse Academy of Legislation and a corresponding member of the Air and Space Academy.
